Bethel Public Schools Implements New “Bell to Bell – No Cell” Policy

Bethel Public Schools is committed to providing the best possible learning environment for all students. As part of this commitment, we are implementing the new “Bell to Bell – No Cell” policy in compliance with Oklahoma Senate Bill 139, recently passed by the Oklahoma Legislature.

What the Law Says

This new state law prohibits the use of cell phones and other personal communication devices for students from the first bell of the school day to the final bell. This includes all instructional time, passing periods, and lunchtime. Students will not be permitted to use their devices during these times unless authorized by a teacher or administrator for educational purposes.

Why This Policy Matters

The “Bell to Bell – No Cell” policy is designed to:

  • Reduce distractions and disruptions during class

  • Promote face-to-face interaction and social skills

  • Help students stay engaged and focused on learning

  • Support safe and respectful use of technology

Research shows that limiting access to personal devices during school hours can improve student attention, academic performance, and overall classroom behavior.

How Parents Can Help

Your support is crucial in helping us make this policy successful. We ask parents to:

  • Remind your child daily about the “Bell to Bell – No Cell” rule

  • Ensure devices are powered off or stored in backpacks before school begins

  • Discuss the reasons behind the policy and the benefits of staying focused during the school day

  • Encourage healthy device habits at home that reinforce responsible technology use
